Due to the various legislations in the different countries, a study on the specificity of public bodies, their legal framework and capacity for third party finance contracting was done. This is also important due to the necessarily adaptation of the contracts and purchasing procedures to public bodies. Country specific legal framework for public bodies concerning energy efficiency service The best practice catalogue assembles the different case studies from the partners regions and countries into an interesting overview of different approaches and experiences of public bodies. The intention is to give readers from countries with less developed energy service markets an idea of how things are being done in other countries. But the intent is also to show that different approaches and implementation structures are possible, and thereby encourage public bodies to formulate own ambitions and increase their involvement in energy service and performance contracting projects.
